UPDATE::  Church wants full investigation into claims a member sexually assaulted children decades ago
Wiggins said Bay is a member of Evangel Temple and wants a full investigation into Bay's claims.

"If they are true, we’re going to protect our church, protect our families and yet still try to reach out and help hurting people,” Wiggins said.

Action News Jax looked into Bay’s criminal history and did not find any records of violent crimes in Missouri or Florida.

Bay has been arrested in Jacksonville for nonviolent offenses including traffic violations.

Some people who knew Bay are questioning whether Bay is telling the truth.

Kevin Sapp used to work with Bay and said he questions whether Bay only claims to have assaulted children to make a point about his opposition to the HRO.

The pastor told his congregation the Jacksonville Sheriff's Office was there Wednesday investigating Bay's claims.

While the church is outspokenly against expanding the ordinance to include the LGBT community, he said he had no idea Bay would speak or what he would say.

He said the church will not keep Bay out of services or kick him out of his home, which is owned by the church for now, but Wiggins assured his congregation the church is taking steps to make sure Bay is not around kids.

The Jacksonville Sheriff's Office (JSO) is seeking possible victims of a self-proclaimed child molester who admitted to his actions amidst the Human Right Ordinance meeting Tuesday night.

Roy Bay told the City Council he routinely molested children and has never been arrested.

“I lived most of my life sexually assaulting kids and never went to jail. Because why? Kids believed me that hey this is, you’re alright son. This is not a problem. Okay? This happens in homosexual lifestyle,” Bay said.

As a result of Bay’s statements, the JSO Special Assault Unit launched an investigation.  Information developed during the investigation indicates there are possibly sex crime victims from the Jacksonville area related to Bay’s statements.

Pastor Gary Wiggins Evangel Temple said he was shocked about what was said last night. Wiggins said Bay had worked several years as a maintenance man but that job ended since September and that Bay and his wife still lived on the property.

“We had no knowledge of his claims he made before the City Council until last night. In response to his [Bay] claims the church is taking appropriate actions to safeguard the families and children of our congregation,” Wiggins said. “We encourage and want the police to do a full investigation serving justice as appropriate.”
